Try using "rubberized chassis coating" It's made specificaly for wheel well application. It comes in a spray can and can be applied in coats. I reccomend applying four to five coats. Allow ample drying time between applications. You can find the stuff in any auto parts store (my local store carried three different brands).

It dries to a nice rubber protectice coating! My 97 D-90 started to show bands of exposed aluminum in the wheel wells after only a month of use (due to winter sand, gravel and salt). I bought this stuff, and it applied very easily. Also helps to dampen road noise. Make sure you hold the can about a foot away if possible to prevent clumping and get even distribution.
