OK, I thought I had visually checked every fuse by shining a flashlight on all of them and eyeballing at every angle, but I missed that #8 was blown. It's the one next the one with all the yellow plastic around it so I didn't see it. Amazingly, this fuse in the manual is described as "RH Side Lights"!
