96 Disco Hesitating

I'm noticing some hesitation when I push on the gas from a stop. To best explain it, let me break up the gas pedal travel into thirds.

Light turns green, I press the pedal down within the first 1/3 of travel - pick up is normal. If I press the pedal down to the 2/3 of travel (half way) I feel the truck pickup less than the first 1/3, but if I go the the last third of travel it really takes off (well, as much as a Disco will).

Temp, gas level, payload, time of day and ocean tide doesn't make a difference. Gas consumption is normal and I have a K&N filter with 10K miles on it (it's clean). Truck has 36k miles.

I notice some added resistance when the pedal goes about 3/4 to the floor. On a carbed engine I would classify that as the secondaries opening up. What happens on the Disco?

If anyone can help I would appreciate it. It kind of worries me when I move into traffic. I either go 1/3 on the pedal or floor it.
