Price for '89 Range Rover

A question for the experts. My brother is looking at an '89 Range Rover, below market price, that's had LOTS-O-WORK done to it. First off, the asking price is $10,900/OBO (He's bought another already so he's motivated). Secondly, the work that has been done is as follows: New Tranny installed 35K miles ago, Rear brake pads, New water pump, New Power steering pump, new windscreen, new power door locks all around, new U.V. joint at the transfer case, New gas tank (recall?), tailgate rebuilt (the whole thing), new head on engine 45K miles ago. No leaks and new Michelin "Range Rover" tires. 130,000 miles, and a 1 inch square of rust on hood. Not sure if this is a County or STD version, it's got white ext., beige leather interior. Apparently a "grocery getter" its' entire life. Not sure about other options, didn't know what to ask. Any opinions, help, whatever, would be helpfull.
