Ya... road spring sacked out by the sounds of it. A shackle bolt may be siezed within the bush too. Jack up car at chassis letting springs/axle hang, loosen all rear shackle nuts/bolts and see what moves, then re tighten, lower jack & remeasure. If out, and spring is old, replace them. If new, they may need swapping around to get car level.
