Don't fit to a TDI as a electric failer will lead to rapid boiling and will warp you cylinder heads and cost you a foutune. I have driven TDI over the sahara and an electric fan is a bad idea. Do not under estimate the amount of air pushed through the rad with a standard fan. It is large, much more than any electric fan could do. Also TDI's have an intercooler and at low speeds this needs the extra air flow created by the standard fan, to cool the incoming air to the engine after it has passed through the turbo. As for overcooling, use the time hounored and cheap way of increasing the engine temp. Carefully block off part of the rad, the other side from the intercooler, with a old feed bag or a plastic bag. Keep a keen eye on your temp gauge otherwise you may over do it and cook you engine. Don't use the above method in spain as you will need your rad completly freeflowing. TDI's take along time to warm up because they are a direct injection engine and thats their nature. Email me if more info needed
