Get and "assistant" to move the wheel back and forth through the free play and go and look for lost movement in the steering box and at the ball joints. You will soon work out where the problem is. You may be able to adjust the play out of the box by loosening the large lock not on the outside of the box and tightening the square nut. Don't overdo it or it will make the steering heavy.
This will remove excessive endfloat on the cross shaft.
As for being excessive, it would pass in Australia provided the play was not in the ball joints.
