Leaks in my Defender 90

Defender 90 with Leak in front of passanger Dash Board.
I've had the leak for a year now and the WELL TRAINED MECHANICS at the Land Rover Dealership in Panama Republic of Panama haven't been able to fix the thing......
They've had my car for two and a half weeks now. Are these people that ignorant or is it just a dificult problem to solve?????
Help me please!!!!!!!!!
