Could be a worn bush, shock, spring not seated properly. The wheel shimmy can be caused my lots of things but the main reason is a lack of damping in the front steering mechanism. There should be drag in the front swivel housings - if they are too loose you can get shimmy. The Panhard rod bushes also wear. This is the rod that locates the front axle from side to side. The radius are bushes too could be worn or damaged. These are the arms that locate the front axle in the fore aft direction. Poor shocks, steering damper problems, damaged steering box - and lots more things including weak springs can cause the problem. I would start with checking all the bushes. Replacing the damper mas mask an underlying problem for a while. And there's always wheel ballance. Michael
