Over time the rotors become scorned or marked. If they are not made smooth either by "turning them down" by a machine or replaced, then the new brakes pads do not have a smooth surface to grab onto. Your brakes are not as efficient. The rotors may need replaced if there is unsufficient metal left to remove the scorns and still be strong enough to withstand the braking force imposed upon them.
