Don't know what FRS is. However in answer to original question perhaps a hand portable CB is the answer. These sets which are known as 'hand-helds' have the same 4w output power as the larger sets and can be connected to the car power supply and CB aerial (that's an antenna to our transatlantic brethren). Of course the hand held can then be removed from the vehicle and run on its own battery with a suitable portable aerial, either a telescopic or a flexible 'duck'.
These sets retail about 80 UK Pounds.
