1. Maybe that's why it wasn't driven?
2. Did you take the head off? Are the valves OK Is one sticking?
3. Is the valve timing right - can cause all kinds of fun. Will upset ignition timing as well.
4. Is the carby jetted for the Land Rover?
5. Blocked airways in carby? Can cause rich running. The problem is almost always airways and not fuel ways - blow out with compressed air - be careful with CA.
6. Rich running - is there lots of black smoke? If so then rich.
Sounds to me like 5 or 4.
7. Is the mixture OK at idle?
8. I had a similar problem with a Solex. I tried everything and eventually bought a new carby!! Mine was just like yours - all black smoke and no power.

Suggest you put some upper cylinder lubricant in fuel to make sure valve guides get oiled after such a long "rest".
Also If the carby was left with fuel in it, there may be residues which are causing problems.
