Series IIA Engine Problems

I have a 1971 Series IIA that I am currently restoring. Before I purchased the
IIA, it had not run in 7 years. Suprisingly, I got it started relatively
easy. It's original carb was replaced by a single updraft weber. This
carb is brand with no more than 50 miles on it. The problem that I am
having is with lack of power. It starts out fine, with power, but levels
off at about 40 mph!! I have spoken with a few Land Rover owners and they have suggested anything from timing
to the weber. They said the weber is a better carb for economy but bad for
power. I think it has something to do with timing, because the vehicle
is running very rich, and therefore, is backfiring out the exhaust. I have a
Haynes manual, but it does not help in my problem. I have timed the vehicle
using both a timing light and a test light but I keep coming up with the
same problem. When it is properly timed using the test light on closed
points at #1 compression, the timing mark does not even closely line up
at 6 degrees T.D.C. (I am running 92 through it.) This problem is also
true when using the timing light. If there is anyone out there with a
potential solution to this nagging problem, please help!! By the way, the engine
idles high, but strong and clean, with no signs of failing.
