It could be a number of things. First pull the fuel hose off the carb and see if fuel gets that far while cranking. If it does, check that the needle valve and float in the carb float bowl aren't stuck. Those would be my first two things to check. Or you could splice an electric fuel pump in-line to see if moves anything. Or gravity feed through a siphon hose into the carb intake to see if that part works. This is just a "check it" sort of thing, not a repair solution. But I have winched myself up a steep hill doing this and once drove up a very steep hill with a low fuel tank too.
