how did you test the starter? did you have it removed? grinding could be it not engaging completely (possibly due to moisture/frozen grease) I have had similar problems on Series Rovers. Could be not starting due to Fuel Inertia Switch which happened on my "93 RR, also had the fuel sender fail, showing 1/2 tank when really empty!! That one really pi**ed me off!! Good Luck!!
