engine slow not stable, help

Hi everyone,
can anyone give me some suggestion!
my discovery '97 mpi has some questions
engine rpm climb from 750 to 1500, then fall to 750, again and again.
sometime, cool fan not start, at this time air condition only has wind not cold. at the same time, you can hear relay quick switching on near front-right door.
land rover tall me, my ecu is bad, need replace. but i doubt.
can anyone help me
