91 RR starting problems

I have a 91 RR 3.9L 200,000k with a starting problem. When it's very cold (like minus 10) or within 20 minutes or so after shutting down, it just fires right up. Otherwise it cranks for about 10 seconds before firing and then it runs fine. Oddly, it also seems to be better if it's parked facing downhill. New plugs, wires, coil, fuel pump/filter and some other RR parts to about $2000.00 - no difference. The only code that's come up was 20 (as I recall) and that apparently means an inline resistor under the passenger seat that has something to do with fuel ratios in colder climates?? I'm wondering whether it would be harmful to bypass that resistor (running out of things to try)? Any ideas would be muchly appreciated. Thanks.
