Disco brakes

Before I strip everything, a bit of advice please.
One of my back brakes seems to not be wearing. The car brakes OK though. Today, I reversed and it braked really well but then seemed to brake badly going forward. The brake pedal also seemed to be a bit hard with very little travel.
This sounds like the master cylinder to me. What do you think? Is there some kind of pressure release valve too that governs back brake/front brake pressure as well?
