My '89 RR is similar, but with very LOW heat. Recommend having heater core back-flushed in order to remove possible clogging from sediment and to check flow in-out; if flow in-out is poor, replace core. I've been told heater core replacement is often needed on '89s, for this reason and also because some of them tend to burst after about 100K miles (see www.earthlink.net).
