1) After talking to some mechanics here, I find that the NJ MVA inspection facility will NOT clear any faults prior to declaring your vehicle DEFUNCT.

2) Yes, the Equus (Innova) handheld $100 scanner will clear all the faults in your OBD-II computer. (I got it in the mail today, and it is about the handiest car tool I have ever bought.)

I cleared the faults, and I only got a one-time P1316 again, cleared it and it stayed away.
I'm not convinced that all's well, but at least I can finish the inspection now and preserve my registration.
