87 Rover - Is my heater working??

I have an 87 Range Rover. I went to Wichita Monday with my wife it is about 110 miles from here (keep in mind I grew up in Houston and have never experienced sub 20 weather). There was snow and ice on the roads, I put it in full time 4WD and it performed well. But what is up with the heater? We froze our a**es off!! Does this vehicle just have a poor heating system or is something wrong? It would barely defrost the windshield and did not warm up the vehicle very much. I had it set to recirculate, and the air intake off, but it still seemed like there was air coming in from outside. Can someone give me some ideas on what might be wrong?

Also the cruise control has not worked since I have purchased this. I just replaced the speedo and it is working well now. I have checked continuity on the spiral cassete on the steering wheel and it is ok. Can someone tell me what I need to check next?
