AT WAR WITH MY COOLING SYSTEM

I have a 98 Disco LSE and what I think is air in the cooling system. I keep running hot and have to pull over sometimes when I start up from cold and stay only on level grades or go up hills. At this time my heater also does not get hot. As soon as I start down a hill my gauge drops to normal temperature and my heater works properly. Sometimes I also hear water swishing in the heater core. I have had my coolent flushed twice and tried getting the air out myself too. Please help me with some suggestions on how to get all of the air out before I accendtally dont notice my guage getting hot one day (there is no overheat light or buzzer) and burn up my engine.
