Low Fuel Pressure Problems

I have a 91 RR that has a rough idle, and when running at hiway speeds stubles, hesitates, and backfires. It seems to only stall in busy intesections. I changed the fuel filter and took a fuel press reading: 31-32 psi @ idle and @ 4000 rpm the psi drops to 30psi and stays there, all the while the car souunds like crap. So I pulled the fuel pump and replaced it with another pump from my parts car and took another reading: exactly the same reading. The voltage I read at the pump is 5volts? I have no idea where to go on this, why would the voltage read 5 volts, and could low voltage be the cause for the low fuel pressure?
