95' RR Classic headlight stuck on High Beam

After the recent death of the starter on my 1995 RR Classic a more difficult issue has raised its head. My headlights are continually stuck on High Beam and a ground wire to a relay burned itself out. I have fixed the ground wire, but still have the following issue.
Car off, no keys in ignition, headlamp switch in off position => Headlights on high. Every other combination of the variables above => head lights on high..

If I turn the headlights on, a relay buzzes, eventually blows 30 A fuse under hood. According to wire color codes I have found the colors going to this relay indicate they belong to the head lamp circuit. Naturally I suppose, but the more information the better.. If the relay is pulled out the lights go off. I have tested the relay and it appears to function, in so much as it does not appear to be stuck in either position. Also when the head lamp switch is turned on the wires corresponding to the coil circuit of this relay get a charge, when switch is turned off there is no charge, so I assume the switch is OK??

Relay:
Pin 85 – (white/yellow) RELAY COIL
Pin 86 – (blue/black) RELAY COIL

Pin 87a – (brown/green) always hot (~12 Volts) Normally Closed
Pin 87 – (black) ground? Was the wire that burned out.. Normally Open
Pin 30 – (blue/white) Common between 87a and 87
