Provided that you have good compression, it can only be fuel or air. Diesels are fairly simple beasts. Make sure glow plugs are working correctly. After letting the plugs heat for about 10 seconds, the engine should fire right up. If the engine continues to run poorly after warming up, check fuel flow and check for air obstructions.
