1990 Range Rover fuel consumption

I have just recently bought a 1990 range rover.
Engine is 3.9litres, 14cux ecu, non cat, sold in Finland. Automatic gearbox.

I have a big problem with the fuel consumption, it varies from 22 to 30 litres per 100km (22 with long distances, 30 litres city driving only). The engine is running OK, only problems occur when starting at -15 celcius: engine starts fine but when a gear is selected and pressing the gas pedal very little down the engine feel like it's going to die but when the pedal is pressed a bit more it wakes up again. When the engine warms up it runs well.


I have measured all the ECU sensors (fuel temp, engine temp, ...) and all the other electrical measurements shown in the manual in the fuel injection part. All of that is ok.

My ECU (14cux) does not have the error code display at all, so I can't check the errors from there.

Any ideas what is wrong?

Could the fuel consumption be this high even if there is nothing wrong but the ECU has somehow decided to go into "limb home" mode? Does anyone know what is the fuel consumption in that situation?
