Twin tube Epoxy adhesive, to stop the dirt and water getting in. You can't do anything about the pieces of glass that have spalled off the inside without seperating the glass from the reflector.
Unless of course your other hobby is constructing ships in bottles. If that was the case you would be doing your keyhole surgery through the bulb aperture.
Depend how long it is going to be before your replacement gets to you, and is fitted, the simplest fix would to clean the glass with a fast drying solvent, like meths, then place a small patch of Sellotape over the hole.
