Rotor will rotate, but should springs back, but excess or no movement won't cause it to quit running. Now, if something nasty has happened it could very well be out of time...
Are you getting spark?
How about fuel? Pump working? Carb getting it? No jets plugged up.? You'll have to check it all over. MG
