My limited understanding is that the current push is using fuel cells which convert petrol to hydrogen on board the vehicle. The reason for going this route is that it is difficult to store adequate hydrogen on board a car for a decent range. The only compact method is in a liquid state which means really low temperatures giving lots of insulation and limitted storage life.

Some other work is being done on production from water, but the energy requirement must be the same are higher (laws of physics) to seperate water as it is to burn. Burning hydrogen is just the reverse reaction. So to do it this way, you are only moving the energy production somewhere else just like you would with electric cars.

BTW, the 'normal/commercial" production of hydrogen is from natural gas.
