I just corrected the same problem on my 96' Disco. The reason LR will not sell just a plastic wheel is because it is riveted on. My solution was to grind the backside of the rivet off and remove it. Then drill and tap a hole in the rivet itself so it can be held in place with a flathead screw. The hard part is obtaining a new wheel so I made one on a lathe that I have access to. It's a fair amount of work but beats the alternative.
