If you drive a Discovery Series II '99 MY, the thermostat is an external device, not located on the engine block, like most other designs.

If you trace the top hoses from the radiator or from the engine, you will find that there is a plastic "junction" where they converge. This is the thermostat, nearest to the idler tensioner pulley, if you know where that is - another clue is that the thermostat is near the starting battery compartment.
