What is the sphere located below the air intake

I have a hayes workshop manual but it is very biased towards the carburetor (non EFI) engine and does not indicate what this sphere (capsule) is.

Whilst investigating a surging/stalling at low speeds fault I identified a breather pipe that had perished. (now replaced)It connects from the plenum chamber to a black sphere. I'm assuming its some kind of vacuum sensor!

Q1-What is the purpose of the black sphere (12cm across) that is bolted just below the air intake.

Q2-Thwe sphere has a 2nd breather pipe connected that runs off into the bulkhead.Where does this end up?
