My D90 (MY 1995) is basically Disco I in the engine compartment. There are 2 fuel pump relays, 1 when you switch on the ignition key fires up the pump the other after a few seconds shuts it down when (I guess) fuel rail pressure is correct. Knowing Land Rover I would guess that this system was pinched from the Disco. If your Disco pump is continually running then I guess the "switch it off" relay is broken!
There are lots of "guesses" in the above, suggest you start with the relays, swap them around and if the pump does not start with the "switch it off" relay you have found the problem. Where the relays are - I do not know in the Disco.
Suggest a Disco expert might have less "guesses"!
