2001 Disco Brake Problem

Hello:
I recently purchased a 2001 Disco with 13,000 miles. Immediately, It appeared to be necessary to pump the brakes to have a strong pedal feel. When faced with a instant brake need the petal seems to go too closely to the floor. At first my dealer explained this was normal as the Disco has "weaker" brakes, but they were nice enough to bleed the lines. No effect and I returned the car exclaiming this was not acceptable. They replaced the master cylinder and said the problem was fixed. No difference--I still need to pump the brakes and the dealer says this is normal.
Is this reasonable? I was under the impression the DISCO has an incredible braking system. How should I proceed?
