Brakes squeak when not applied

My 1999 Discovery Series I has a squeak from the right rear wheel. My dealer replaced the brake pads a few thousand miles back (about 28,000 miles) and ever since then I've had a squeak from the right real wheel at slow speeds. I've had them check it 3 times with no luck getting it to quit. I know that pads sort of ride the rotors all the time, but I keep getting this really anoying squeak at up to 40 mph while the brakes are NOT applied. When I apply the brakes it stops. Anyone else have this problem?
