A hydraulic winch using a power steering pump will have problems: the reservoir is too small for long-term pulling, and will overheat. Dedicated winches, once that run continuously, are hydraulic, but will have a fliud supply greater than what a power steering pump contains.
An electric winch will be easier to maintain, easier to install, less expensive, and will provide the ability to get yourself or others out of a tight spot.
If you are going to be doing a LOT of in-place winching, then consider a PTO or a hydraulic system, just realize that it will cost more.
