The key was the R for radial. These can be swapped back to front and vice versa but shouldn't be swapped side-to-side. Even if they are unidirectional, once fitted and run, the radial cords in the tyre get a "set" in them and if your reverse the direction of rotation it may cause reduced tyre life.
When brand new it doesn't matter which way you fit them.

Same as refitting a timing belt after eg. a water pump repair. The belt's direction should be marked and it refitted in the same direction.
