The "County" model for 2000 MY was only a "colour/ trim" designation. There was a choice of exterior paint but the interior was "Lightstone Beige".
I know that there was some wavering about on the 2000MY tailights and turnsignals (I think that they were waiting on government approvals when the model year started so the first few 2000's were built with '99 lights) but this shouldn't be significant.
I don't have any direct info on the engine, but if I were going to buy a 1999-2000 era Range Rover, I wouldn't have ANYTHING but a Bosch- engine- management vehicle.
What's the VIN number on the vehicle you're looking at?
