Try a product called "Deoxidine" (sp???). It neuralises the rust and can be painted right over.

Depending on the extent of the rust - if severe - use a wire brush and fill as required. If mild, use a scrub pad.
Clean off with water and thoroughly dry. Use "Prepsol" to clean the surface thoroughly. Add filler as required (on mild pits a brush of undercoast is sufficient as it will fill the small pits - may require two or three coats to fill pits completely)

Wet sand back, spray with undercoat - wet sand back to a paint surface then spray with colour.
Between each rub back with "wet and dry paper" wetted, clean with Prepsol. Also use it before spraying colour.
