Sluggish turbo diesel Discovery

I have a '92 200TDI Discovery. I have owned the vehicle since January of this year. I thought the car seemed gutless untill the turbo came in, so took it to my local Diesel specialist. They fitted new injector nossels (?) and made it run slightly richer etc etc, anyway, like a new car, ran like a dream. Now 4500 miles later (2500 towing a caravan to spain) the car seems to be reverting to its former performance. This is however inconsistant, some days runs like a dream, other times you try to pull away quickly and bury your foot in the carpet and nothing untill the turbo comes in,( although this sometimes seems to come in harder than others)?
I often drive the same route with a long hill in it, with the same driving style. Sometimes I am doing 60mph approaching thre top of the hill, other times I'm downshifting (Stickshift) to third to pull up to 60mph. Any ideas anyone , it cant be atmospherics can it? It always seems better under load i.e. towing or seven adults in it, or at least I dont notice the problem then, but I was always told these engines perform better when working hard.
Any diesel experts or anyone, come to that with any experiance of this problem? All advice awnsers or guesses gratefully recieved.
Please, no one say, sell it and buy a V8, because I cant afford it on my meagre wage with our petrol prices!
