1: you will note that the missive says"new inj flow 100%, obviously". No RATE is specified. Just that the 'makers' spec' has to be what the mfgr deems warrantee-able, and commercially acceptable, to the trade per that application. That will establish what the 100% spec is, IF you flow test a set. You should assure that the set you install has minor, if any variation, in flow characteristics as it pertains to the set.
#2:Mine, in the example described, were listed at between 91-93% of a referenced spec, provided by the testing firm.
As to the real world, they worked great, ie uniform plug/combustion indicators, passing local emmissions specs, terrific fuel economy, the measures of 'as new' or fully functioning were being met, which at the end of the day, is what I expect out of fuel injectors...
