I'd go somewhere alse for an MOT and see what they say about the emissions test - could just be a main dealer trying to extract some money and the emissions are actually fine. If they genuinely aren't up to spec and the dealer suggested a fuel additive to clear out the injectors etc. then I'd push for the dealer to overhaul the injectors - they shouldn't need attention for at least 50k, more like 100k on clean fuel.
