Generally, if a circuit works well for 13 years, then *two* items quit at the same time, I'd look at fuse, wiring, relay, etc. But, the heater elements are so well known for going after a few years, that my guess is that the problem is that they've aged, worn, and cracked so that there's no complete circuit any more.
But the only way to know for sure is a proper, well thought out circuit test.
