When i bought my old RR (1974 model then 18 y.o) the fan motor didnt go at all. The bushes in the motor had rusted. Some WD40 and patience.
It would have had to have been neglected for some time to get to this stage.
I'd do a quick check of the electrics by accessing the switch, switching it off and measuring the resistance of the heater side of the switch to earth. An infinite reading suggests that something is amiss with the electrics (as would a zero on a good ohmeter).
Other than that, the next step is to test each part individually. To test the resistor (sorry dont know where it is on a 88 model), put an ohmeter across it. If the resistance is infinity then it's stuffed. In an ideal world compare with a known good one.
