1995 DISCOVERY: LOSING POWER

ALSO READ "PAPER TRAIL" BELOW.
MY 95 DISCOVERY HAS A LITTLE OVER 71,000 MILES. SINCE THE INCIDENT STATED BELOW I HAVE REPLACED THE INTAKE GASKET PAN...WHICH WAS THE REASON FOR THE COOLANT LEAK.
ABOUT A WEEK AGO MY WOMAN WAS DRIVING THE VEHICLE AROUND TOWN AND THE DISCOVERY BEGAN TO LOSE POWER, YET AGAIN, AT AN INTERSECTION. SHE NOTICED THE FUEL GAUGE WAS AT 1/4 OF A TANK. IT HAS DONE THIS BEFORE AT A 1/4 OF A TANK.
DOES ANYONE THINK IT MAY POSSIBLY BE A FUEL FILTER?...ANYONE?... BUELLER?...
