My 95 Disco has had a similar problem, very high idle speed and engine going to 2500 RPM in park. Found that the problem was with the cruise control linkage partially sticking and holding the throttle open. Used some WD40 and no more problem. Also, my disco failed to start, indicator lights but nothing else. Shifted into neutral and back to park a couple of times and then it worked, possibly a faulty sensor. Have had a few occassions where it would turn over and not start, then flood. Had to remove fuel pump fuse, crank it until it started and quit, then replaced fuse and it was ok.
