(I recently used it to rescue a Range Rover that was sitting dormant for 3 years). It is alcohol based and is designed to go in with a full tank of gas. Also could try to spray starter fluid into the carb. The gentleman's previous suggestions are very valuable as well (tow it up to level ground and work from there).
