battery light

I have a 89 RR with 3.9 and the more I look to solve one problem I run into another. I currently have two questions: 1. While taking a look at the timing I noticed that as I increased the rpm the timing didn't change. Shouldn't the timing advance as the rmp increase?
2. Also to day while working on the car I noticed that the battery warning light was dimly lit. As the rpm increase the light became brighter. Turning on the lights didn't seem to have much affect on the brightness of the light. I put my volt meter on the batery as the engine was running and it showed just slihgtly over 14 volts. What esle could be the cause for this new problem? Could I have a bad connection or knocked something loose some where else? If any one has an idea please help me out. Thank You
